Establishing the Order of Europe

According to Главком: On June 28, Ukraine’s Constitution Day, President Volodymyr Zelensky submitted a draft law to the Verkhovna Rada proposing a new state honor: the Order of Europe. This award is designed to recognize both Ukrainian citizens and foreigners who have demonstrated outstanding contributions to supporting Ukraine’s strategic path toward full membership in the European Union.

According to the explanatory note accompanying the bill, the Order of Europe aims to honor personal achievements in the European integration process.

'Given the critical importance of European integration for Ukraine, and in order to recognize exceptional personal merits in supporting Ukraine’s strategic course toward full EU membership, as well as significant contributions to aiding Ukraine in strengthening its resilience in defending its independence and the security of all of Europe, enhancing international cooperation in the interests of democracy, peace, good neighborliness, and friendly, comprehensive relations between peoples, it is proposed to establish the Order of Europe,' the document states.

Other Presidential Initiatives

In addition, Zelensky submitted another draft law to the Verkhovna Rada concerning the Ukrainian National Pantheon. On the same day, the president addressed the nation during Constitution Day celebrations, where he awarded state honors to artists, educators, athletes, politicians, and other public figures.

The introduction of the Order of Europe could serve as a powerful symbol of support for Ukraine’s European integration ambitions, highlighting the efforts of both Ukrainian and international figures in this process. The adoption of this bill may strengthen international solidarity and encourage deeper collaboration between Ukraine and EU member states-especially relevant amid current security challenges. Meanwhile, the parallel draft law on the Ukrainian National Pantheon could provide a platform for recognizing the contributions of outstanding Ukrainians to the nation’s development.

On the same significant day, Zelensky also introduced a bill aimed at establishing a national memorial for prominent figures in Ukrainian history. This initiative complements the proposed Order of Europe, as both aim to bolster national identity and celebrate contributions to Ukraine’s growth and European integration efforts.
