New Naval Academy Established in Odesa by President Zelenskyy

Naval Academy Founded

According to Главком: President Volodymyr Zelenskyy has signed Decree No. 583/2026, officially establishing a Naval Academy in Odesa. The new institution will be built upon the existing Institute of Naval Forces at the National University Odesa Maritime Academy. This move aligns with Ukraine's Maritime Security Strategy, which was previously approved under presidential decree No. 468/2024 on July 17, 2024. The decree takes effect immediately upon publication, and President Zelenskyy announced the decision on July 4 during a meeting with senior leadership of the Naval Forces.

Awards and New Initiatives

During that same meeting, the president also revealed plans to form a new brigade of mine-countermeasure vessels. Additionally, Zelenskyy presented 25 state awards to Naval Forces personnel, including honors such as:

  • Cross of Combat Merit
  • Order of Bohdan Khmelnytsky
  • Order For Courage
  • Order of Danylo Halytsky

Furthermore, a battle flag was formally presented to the 12th Brigade of Landing Craft.

Ukraine is also moving forward with plans to establish a defensive line using interceptor drones. These drones will be launched from various platforms, including maritime unmanned aerial vehicles. As President Zelenskyy stated,

“I know that our Navy has this need, there is the corresponding capability, and there is, accordingly, the desire-most importantly-of our cadets, our youth, to serve Ukraine and defend Ukraine. And our Navy has experience-not just theory, but practical experience. It is very important that this knowledge is passed on to all our cadets, to the new generation.”
