Zelenskyy's Berlin Visit Yields Ten Deals and Europe's Largest Drone Agreement

According to Главком: During a visit to Berlin on April 14, Ukrainian President Volodymyr Zelenskyy oversaw the signing of ten significant agreements designed to deepen cooperation between Ukraine and Germany. This high-level diplomatic engagement, the first of its kind in over two decades, marks a major step in bilateral relations. Key outcomes included the resumption of intergovernmental consultations after a 22-year hiatus, alongside new accords covering defense, data exchange, industry, mineral resources, and social policy. A new package of military aid was also announced.
The centerpiece of the visit was a Declaration on Strategic Partnership, which establishes a regular consultation format between the two nations' defense and foreign ministers (the 2+2 format). A specific data cooperation agreement between defense ministries was signed. According to the President's Office, Germany will allocate 30 million euros to support Ukrainian industry. Furthermore, the two defense ministries signed Implementation Agreement No. 2, a 281-million-euro contract for the joint production of Anubis and Seth-X-G unmanned aerial systems.

The signed deals include a contract between Ukraine's Defense Ministry and the American company Raytheon for PAC-2 missile supplies, and another with Germany's Diehl Defence for IRIS-T systems. Additionally, memoranda were signed on cooperation in housing, utilities, and reconstruction between Ukraine's Ministry for Communities and Territories and its German counterpart, as well as between Ukraine's State Service of Geology and Subsoil and Germany's Federal Institute for Geosciences and Natural Resources (BGR).
Other documents included a joint communiqué on Ukrainian-German cooperation in mineral resources and a declaration of intent to expand institutional partnership in social policy. President Zelenskyy noted that the new military aid package includes air defense systems, drones, and ammunition. He emphasized the importance of the drone agreement, stating it would be the largest of its kind in Europe.
