President Volodymyr Zelensky’s Statement

According to Рубрика — Політика: On October 18, 2026, Ukrainian President Volodymyr Zelensky told Bloomberg in an interview that Ukraine had proposed suspending attacks on Russia’s fuel infrastructure if the United States increased its delivery of Patriot missiles. Zelensky noted that while the U.S. is interested in stopping these strikes, the issue of additional arms supplies remains unresolved.

The president highlighted that Ukraine currently receives only 12 Patriot missiles monthly from the U.S., which is roughly a quarter of the volume supplied during Joe Biden’s presidency. Some of the weapons Ukraine has already paid for have been approved for transfer by the U.S., but a significant portion remains unapproved.

“We have paid for this weaponry. Only a part has been approved by the U.S., the rest has not. This is not a technical glitch.” - Volodymyr Zelensky

On the same day, a ballistic missile attack struck Kyiv without prior warning from Ukraine’s partners except the United States. Zelensky expressed concern, saying, "I believe moves have been made to pressure Ukraine into surrender. I am not claiming this is the intention of our partners. I don’t want to think that our American allies believe the war can be ended faster at Ukraine’s expense. But that is how it appears."

Political Climate and Ukraine-U.S. Agreements

Zelensky also addressed the tense political atmosphere in the United States ahead of the midterm elections, describing it as a dangerous period marked by aggressive rhetoric. "Politics during elections is very aggressive. This is agony now, but life will go on after the elections, and I believe things will improve," he said.

Regarding Patriot missile agreements, Zelensky confirmed on July 13, 2026, a deal with Donald Trump to license production of the Patriot systems. Discussions on joint production of Patriot interceptor missiles between Ukraine and the U.S. began on July 22, 2026. By September 25, 2026, Ukraine received final approval to manufacture these missiles domestically.

It is important to note that Russia produces approximately 140 ballistic missiles each month. NATO standards require twice as many interceptors to effectively neutralize these threats. Even receiving 100 Patriot missiles monthly would present a significant challenge for Ukraine’s defense.

As the conflict between Ukraine and Russia persists, the question of Western military support remains vital. A reduction in Patriot missile shipments could severely undermine Ukraine's defensive capabilities, especially as Russia continues to expand its ballistic missile arsenal. Ukraine’s leadership is actively negotiating for increased arms supplies, underscoring the critical need for sustained international assistance in this ongoing war.

As the situation unfolds, the potential for increased military support from allies remains crucial for Ukraine. Recently, Greece and Spain have considered donating expiring Patriot missiles to bolster Ukraine’s defense capabilities. This move highlights the ongoing international efforts to enhance Ukraine's military resources amid escalating tensions and the need for effective air defense systems.
