According to ХВИЛЯ: A Russian drone attacked a street vendor selling vegetables in Kherson, wounding the seller. Writing on social media, Volodymyr Zelensky described the assault as part of the daily pattern of people being hunted in the city. In his words, Russian forces show no regret over these actions - instead, they boast about them and treat cruelty as a badge of honor.

Zelensky said the footage shocks many and lays bare Russia's insanity. He insisted that the world must record and respond to every piece of evidence of Russian aggression.

'The world must see this. It must see every sign that Russia has lost its mind and every sign that Russian troops enjoy killing and tormenting people. Without pressure on Russia, without dismantling its capacity for aggression, and without real security guarantees against Russia, coexistence with this evil is simply unthinkable.' - Volodymyr Zelensky

The Ukrainian president also named the partners he believes should be involved in building security guarantees:

Earlier, ISW, a think tank, characterized Russia's approach as a 'human safari' aimed at civilians. According to reports, the Rubicon unit has moved trained drone crews toward Kherson, signifying a heightened threat to residents.

This attack underscores the ongoing risks to civilians in Ukraine's conflict-hit areas. Zelensky's remarks highlight serious breaches of international humanitarian law and the need for the international community to respond in defense of civilians. Through involving new partners in security arrangements, Ukraine is trying to solidify its global position and rally support against Moscow's aggression. The Kherson strike is yet another sign of the acute danger on the ground.
