The President approves the new delegation composition

President Volodymyr Zelensky approved a new composition of the Ukrainian delegation to participate in peace negotiations. The corresponding decree No. 869/2025 was published on the President's Office website. The head of the delegation is appointed Secretary of the National Security and Defense Council Rustem Umierov. This decision was made as a result of the events that took place on November 28, when Andriy Yermak submitted his resignation, as well as following the searches conducted by the National Anti-Corruption Bureau in his office.

Composition of the Ukrainian delegation

Rustem Umierov and his team are heading to the United States to participate in negotiations. President Zelensky emphasized the importance of this mission, stating that

“the task is clear - to promptly and substantively prepare a definition of steps to end the war.”

The delegation is expected to present a report on the results of its work already this Sunday.

The composition of the Ukrainian delegation includes:

  • Secretary of the NSDC Rustem Umierov
  • Advisor to the Head of the President's Office Oleksandr Bevz
  • Chief of the Main Intelligence Directorate of the Ministry of Defense Kyrylo Budanov
  • Deputy Head of the GUR MO Vadym Skibitskyi
  • Chief of the General Staff of the Armed Forces of Ukraine Andrii Hnatov
  • Head of the Foreign Intelligence Service Oleg Ivashchenko
  • First Deputy Minister of Foreign Affairs Serhii Kyslytsia
  • First Deputy Secretary of the NSDC Yevhen Ostrianskyi
  • Deputy Head of the SBU Oleksandr Poklad

This delegation composition is intended to actively work on issues related to peace and security in Ukraine.

The change in the delegation's composition reflects new challenges and needs in the context of peace negotiations, particularly in light of the ongoing conflict in Ukraine. The appointment of Rustem Umierov as the head of the delegation may indicate a desire for a more active approach in negotiations, as well as a commitment from the Ukrainian leadership to seek new solutions for achieving peace. The importance of this stage of negotiations is emphasized by the urgency with which the delegation must prepare proposals for their presentation at international platforms.
