New Operational Framework for Ukraine’s National Security and Defense Council

According to ХВИЛЯ: President Volodymyr Zelensky has outlined a revised operational framework for Ukraine’s National Security and Defense Council (NSDC). Under the new structure, NSDC Secretary Rustem Umerov will focus on foreign policy, handling partner communications, negotiations, security cooperation, and fostering ties between intelligence communities. This portfolio includes the implementation of the Drone Deals program and Ukraine’s Freya Anti-Ballistic Missile initiative.

Strengthening Domestic Resilience

A second set of priorities targets internal state stability. The domestic component will be reinforced by leveraging Interior Minister Ihor Klymenko’s experience within the Ministry of Internal Affairs system. This involves coordinating defense and security agencies, countering cyber threats from Russia, and disrupting criminal networks.

Zelensky stressed the significance of these changes, stating: 'We have defined the parameters for the NSDC’s future work and updated its guiding principles.'

He further noted that 'Rustem Umerov will focus on partner communications, negotiations, advancing security cooperation, and developing relationships between the intelligence communities of Ukraine and its partners.' Regarding internal operations, the president emphasized that 'drawing on Ihor Klymenko’s experience within Ukraine’s Ministry of Internal Affairs, the NSDC’s work will incorporate a stronger domestic component to bolster Ukraine’s resilience.'

The changes will be formalized following a trip by the Ukrainian delegation to the United States. Zelensky has instructed that relevant decrees be prepared for signing the week after the scheduled meetings in Washington.

This restructuring of the NSDC and its new priorities highlight Ukraine’s focus on national security across both external and internal dimensions.
