This support is available whether applying at one's registered address or actual place of residence. To confirm their current location, an IDP must provide a certificate verifying their displaced status. This program is a key part of the social safety net for those forced to flee their homes due to conflict.

For households consisting solely of IDPs or for tenants who are IDPs, the financial and property status of other individuals registered at the same address is not considered during the subsidy assessment. The calculation method for the IDP housing subsidy follows the standard formula: it is granted based on the difference between the cost of utilities within established social norms and the household's mandatory payment obligation.

Conditions for Receiving the Subsidy

The amount of the housing subsidy depends on household composition, total household income, and the list of housing and utility services required. Generally, lower household income results in a higher subsidy. Importantly, when calculating the average monthly total income, the special IDP living allowance provided by the state is excluded from the calculation.
