Pilot Program for Streamlined Soldier Transfers

According to Главком: Ukraine’s Ministry of Defense, together with the General Staff of the Armed Forces of Ukraine, is rolling out a test of simplified transfer procedures for service members through the Army+ application. This trial is limited to the area of responsibility of a single army corps and will run until September 24, 2026.

The initiative allows soldiers to transfer within the 16th and 19th Army Corps of the Ukrainian Armed Forces. Transfers are only permitted within a soldier’s own corps. To request a simplified transfer, service members submit a report via the Army+ app, which ensures transparency: they can file a request, track its status, learn the outcome, and receive explanations.

Eligibility Requirements for Transfers

Troops seeking a simplified transfer must meet specific conditions. They must:

• be part of the permanent staff or under the operational command of a corps participating in the program;
• hold a military rank from private to senior sergeant inclusive;
• not occupy an officer position;
• not be listed as absent without leave (AWOL).

According to the Ministry of Defense, the program aims to provide a clear way for soldiers to change their duty station within their corps, while maintaining control over the process and preventing sudden weakening of combat units.

“To ensure transfers do not jeopardize the combat stability of units, the program operates under set rules: within a single corps, with clear review timelines and monthly limits,” stated a Ministry of Defense announcement.

This trial of simplified transfers marks a significant step in evolving the military’s transfer system.
