According to ХВИЛЯ: Ukrainians have been informed about who may be exempt from paying utility services during the war and what documents are required for this. In particular, owners of apartments and houses that have been damaged by shelling have the right not to pay for utility services. To obtain this exemption, owners must provide a certificate from the service provider indicating the impossibility of providing services, as well as a certificate from the Center for Administrative Services (CNAF), military administration, or the State Emergency Service (SES). It is important that the property is registered in the State Register of Damaged Property.

Who else may receive benefits

In addition, consumers who are not actually provided with services may also not pay for utility services. Special attention should be paid to internally displaced persons who have received temporary housing from the state or local authorities, as different payment conditions are set for them. Residents of areas near the front line may also receive benefits for utility payments.

It is worth noting that if Ukrainians stop paying for utility services without legal grounds, the debt increases, and the provider may turn to court. However, during martial law, no penalties are charged on debts.

  • owners of destroyed housing,
  • consumers without supply,
  • internally displaced persons,
  • residents of areas near the front line.

The mentioned benefits and the possibility of exemption from payment can significantly ease the financial burden on those who find themselves in difficult life circumstances.
