According to the State Employment Center, a staggering 80% of registered unemployed individuals in 2025 were women. This data reveals the severe and disproportionate effect of the war on female employment, often leaving women in a vulnerable economic position. This high level of female unemployment persists even as the nation faces significant labor shortages in key economic sectors, highlighting a critical mismatch in the job market.

A National Strategy for Employment

To confront these challenges, Ukraine's Ministry of Economy, Environment, and Agriculture has enacted a National Employment Strategy, which will remain in force until 2030.
