How the rules for entering Ukraine have changed in 2026

Despite the state of war, Ukraine remains open to foreign citizens and tourists in 2026. Border crossing rules are preserved, however, border control requires a clear list of documents and grounds for refusal of entry. This is reported by Visit Ukraine.

Ukrainian citizens can return to the country with any document that confirms their identity and grants them the right to enter. This includes, in particular, a foreign or internal passport, a diplomatic or service passport, a sailor's certificate, crew member's certificate, or a return certificate to Ukraine.

Entry to Ukraine 2026: what documents are needed for foreigners

For foreigners and stateless persons, the list of requirements is wider. When crossing the border, you must have a valid foreign passport that covers the entire period of your stay. Citizens of certain countries, including Turkey and Georgia, are allowed to enter with an ID card.

You may also need:

• a visa if there is no visa-free regime with the country

• documents confirming the purpose of the trip – invitation, accommodation reservation, tourist voucher or participation in events

• proof of financial capability for the duration of stay and return

• insurance policy from a Ukrainian or accredited foreign insurance company

You can confirm the availability of funds in cash, with bank cards, statements, a guarantee letter from the host party, or documents regarding accommodation and meal payments.

Prohibition of entry to Ukraine: main reasons

The border service has the right to refuse entry to foreigners who pose a threat to national security or have violated Ukrainian legislation. Grounds for refusal may also include:

• visiting temporarily occupied territories after their occupation

• using forged documents

• violating rules at the checkpoint

• the need to protect the health and rights of Ukrainian citizens

It is emphasized that customs rules apply upon entry. Foreigners are advised to familiarize themselves in advance with the list of permitted goods and, in the case of traveling by their own car, to have a valid Green Card and comply with the rules for operating vehicles with foreign registration.
