Excise taxes on fuel have increased: how prices for gasoline and diesel will change in Ukraine
Starting from January 1, 2026, increased excise tax rates on all types of fuel have come into effect in Ukraine. The corresponding law was signed by President Volodymyr Zelensky on September 1, 2024. The new rules mean that importers pay excise at the border according to the updated rates, which directly affects the cost of fuel. This is reported by Delo.ua.
Excise taxes on fuel: new rates from 2026
From the beginning of the year, excise tax rates have increased for all main types of fuel:

gasoline: from 271.7 to 300.8 euros per 1000 l;

diesel fuel: from 215.7 to 253.8 euros per 1000 l;
-
liquefied gas: from 193 to 271 euros per 1000 l.
The law was adopted to gradually align Ukrainian rates with the minimum levels of the EU. The document also provides for annual increases in excises until January 1, 2028. After the transitional period, the rate will be:

gasoline – 359 euros;

diesel – 330 euros;

autogas – 277 euros per 1000 l.
Fuel prices: what drivers can expect in January
Despite the increase in taxes, experts do not forecast an immediate price hike at gas stations in January. The increase in excise taxes raises the cost of imports:

A-95 gasoline – approximately by 2.22 UAH per liter;
-
diesel fuel – about 1.8 UAH per liter.
At the same time, this factor is offset by falling quotes in the EU and maintaining a significant margin in retail networks. The autogas market is also entering a low demand season, and the expected surplus in January is keeping operators from raising prices.
