Housing Voucher Program for Internally Displaced Persons

Ukraine's eRecovery initiative has achieved a notable milestone, with 160 families from temporarily occupied areas successfully purchasing new homes through its housing voucher program. This effort specifically supports internally displaced persons (IDPs) who are either combat veterans or have war-related disabilities.

Regional Breakdown of Voucher Usage

The highest number of property transactions occurred in Kyiv Oblast, where 61 vouchers worth over 121 million hryvnias were issued. Dnipropetrovsk Oblast followed with 29 vouchers totaling 58 million hryvnias, Mykolaiv Oblast recorded 20 vouchers worth 40 million hryvnias, and Kyiv city saw 16 vouchers amounting to 32 million hryvnias. Odesa region also participated, distributing 9 vouchers valued at nearly 18 million hryvnias. Overall, housing vouchers have been utilized across 14 regions of Ukraine.

  • Kyiv Oblast: 61 vouchers, over 121 million UAH
  • Dnipropetrovsk Oblast: 29 vouchers, 58 million UAH
  • Mykolaiv Oblast: 20 vouchers, 40 million UAH
  • Kyiv: 16 vouchers, 32 million UAH
  • Odesa Oblast: 9 vouchers, nearly 18 million UAH

More than 91% of the purchased homes are apartments, while roughly 8% are private houses. Notably, nearly 87% of the properties were bought on the secondary market. To date, over 860 transactions have been submitted for payment, and the number of applications for the program exceeds 39,000, with more than 30,000 already approved by local commissions.

The housing voucher program is proving effective in providing shelter to those most in need, encouraging continued efforts toward recovery and support for IDPs.

This initiative represents a critical step in restoring social stability in Ukraine, especially amid the ongoing conflict and rising needs of war-affected populations. It not only assists families but also stimulates the real estate market in participating regions. Further implementation of the project could positively impact the country's economy and social infrastructure.

As the housing voucher program continues to expand, it's crucial to note that internally displaced persons with combat status can now apply for a housing voucher of up to UAH 2 million. This new opportunity is part of ongoing efforts to support those affected by the conflict.
