4.3 million Ukrainians in the EU: how the number of refugees has changed over two years

The situation of Ukrainian refugees in the European Union

As of the end of October 2025, there are 4.3 million Ukrainians in the European Union who have received temporary protection status. In September 2023, 79,000 Ukrainians received this status, indicating ongoing support for refugees from Ukraine. However, compared to the previous year, the number of Ukrainians with temporary protection has decreased by 6,170.

Data on Ukrainians with temporary protection

In October 2025, 74,175 new temporary protection permits were issued in the EU. Ukrainians make up over 98.4% of all individuals who received this status in the EU. According to the data:

  • 43.8% of Ukrainians with temporary protection are women;
  • 30.8% are children;
  • 25.5% are men.

The Czech Republic is the country with the highest concentration of Ukrainians, with 36 individuals per thousand local inhabitants. The average figure for the European Union is 9.5 Ukrainians per thousand residents. The leaders in terms of the number of accepted Ukrainians are:

  • Germany with 1,229,960 individuals;
  • Poland with 965,005 individuals;
  • The Czech Republic with 393,005 individuals.

This data highlights the importance of support and integration of Ukrainian refugees in EU countries.

The situation with Ukrainian refugees in the European Union continues to be relevant, particularly due to the decrease in the number of new temporary protection statuses compared to previous periods. This may indicate changes in the policies of EU countries regarding the acceptance of refugees or improvements in conditions in Ukraine that could contribute to the return of some refugees. However, support and integration remain critically important for ensuring the stability and well-being of Ukrainians who remain in EU countries.
