Ukrainian Business Elite: Over 67,000 Entrepreneurs Earning Above 10 Million Hryvnias

The State of Ukrainian Entrepreneurship

In Ukraine, 67,651 business owners report assets and annual incomes exceeding 10 million hryvnias. This group represents roughly 19% of the 360,000 owners who file their financial declarations on time. An analysis of this high-earning segment reveals that 73% are men, and 22% operate their businesses in the capital city of Kyiv.

The study further identifies that half of the country's entrepreneurs are concentrated in just five regions: Kyiv City, Dnipropetrovsk, Lviv, Kyiv, and Odesa. In contrast, the lowest concentrations of business capital are found in:

  • Kherson Oblast (0.6%)
  • Luhansk Oblast (0.7%)
  • Mykolaiv Oblast (1%)

Income Distribution Among Top Earners

Breaking down the 67,651 high-earning entrepreneurs, 54,215 individuals (80.1%) report incomes between 10 and 100 million hryvnias. A further 12,081 people (17.9%) earn from 100 million to 1 billion hryvnias. Only 1,355 individuals, a mere 2%, have incomes surpassing 1 billion hryvnias. To rank among the top thousand wealthiest, an annual income of at least 1.29 billion hryvnias is required, while entry into the top one hundred demands an income over 8.99 billion hryvnias.

Within this top 100, 70% are registered in Ukraine. The ranking of Ukraine's wealthiest entrepreneurs is led by Rinat Akhmetov, with a combined company income of 565.76 billion hryvnias. He is followed in second place by Vitaliy Antonov (Switzerland) at 151.77 billion hryvnias, and in third by Yuriy Kosiuk (Ukraine) with 110.65 billion hryvnias.

This income threshold marks the point where the simplified tax system no longer applies, and an operation truly becomes a structured business—with proper organization, comprehensive reporting, and full tax obligations.

The heavy concentration of entrepreneurs in a few areas could threaten the economic stability of other regions, a situation requiring attention from the state. Furthermore, tracking entrepreneurial incomes opens avenues for analyzing broader economic trends in Ukraine and their impact on the development of small and medium-sized enterprises.
