Ukraine's agricultural industry is grappling with a severe labor shortage, largely due to a fixed 50% quota on worker reservations. This shortfall threatens significant crop losses, especially in vegetable farming where field brigades of up to 200 people—mostly women and girls—are already working. Alla Stoyanova, head of the public organization 'Farmers of Odesa Region', stressed that even these brigades need men for heavy tasks like carrying and loading crates.

New Policies and Initiatives

The Odesa Regional Military Administration (OVA) has developed fresh regional criteria for classifying agricultural enterprises as critical. Oleksiy Dmytrenko, Director of the Odesa OVA Department of Economy, announced that the new criteria are set to be published soon. He also noted that current legislation allows reservation quotas to be increased up to 100% for businesses located in areas of potential combat operations.

In response to the ongoing labor crisis, farmers are proposing temporary quota increases during the harvest season. Oleksiy Dmytrenko pointed out that

“the government and the 'Diia' platform currently face technical challenges in adjusting limits based on the calendar period”
, but added that if businesses insist, the OVA will prepare another appeal to the Cabinet of Ministers for a seasonal quota hike to 80% during field work.

These efforts are becoming especially urgent as a series of legislative changes set to take effect on July 1, 2026, could further impact the agricultural sector.
