In October 2025, Ukraine significantly tightened the rules for reserving military personnel in critical enterprises. However, even with accounting violations, one can receive a deferment of up to 45 days, and the minimum wage for reservation will double from 2026. This is reported by NV.
The Verkhovna Rada approved law No. 13335 on October 9, which expands the circle of employees eligible for reservation. The document, signed by the chairperson of the parliament on October 13 and sent for the President's signature, changes Article 25 of the Mobilization Law: it reserves employees of critical institutions for the Armed Forces, the economy, or the population. Beneficiaries of such firms (even those who are not employees) and ODC specialists with improper documents have been added – without specifying data or pending investigations.
How to obtain reservation for violators of military accounting
For violators of accounting: temporary reservation for 45 days from the date of contract, once a year. If they correct the issues – full reservation. However, responsibility for violations remains. The probation period for critical positions is a maximum of 45 days, contracts are signed with those who are not in the accounting or wanted lists. If they do not correct their status – termination at the employer's initiative.

What is the minimum wage for reservation from 2026
Angelina Slavych, a lawyer at the NGO "Legal Hundred," explains: the law adapts the rules to wartime, balancing mobilization and business needs. The draft budget for 2026 (approved on September 15) raises the minimum wage to 8647 UAH from January, so the salary for reservation will be from 2.5 minimum wages, that is, 21617.5 UAH. This will complicate reservations for low-paid workers but will stimulate salaries.

The innovation provides for the possibility of 100% reservation of personnel of critically important enterprises that operate under conditions of active hostilities.
