Excise Duties and Fines: Why Fuel Prices in Ukraine are Rising at the Beginning of 2026
The fuel market in Ukraine at the beginning of 2026 is facing an increase in excise duties, rising fuel prices, and the threat of fines for gas stations due to new legislative regulations. As of January 1, 2026, the third stage of excise duty increases on fuel has been introduced, which directly affects pricing. In 2025, the fuel market in Ukraine reached 400 billion UAH, indicating active consumption.
At the beginning of 2026, prices for gasoline, diesel, and liquefied gas increased on average by 30 euros. The share of taxes in each liter of fuel exceeds 40%, which also contributes to the rise in retail prices. The price of liquefied gas (LPG) is already approaching 38 UAH per liter, raising concerns among consumers.
Fines and Expert Forecasts
Moreover, starting from January 1, 2026, fines for gas stations for selling gasoline without 5% bioethanol amount to 20 UAH per liter. Experts predict an increase in fuel prices by an average of 2 hryvnias.
“Price tags on gasoline and diesel may remain stable despite new economic challenges,” says Serhiy Ku Yun.
