In October 2025, Ukraine launched an updated system for processing deferments from mobilization for those who have legal grounds for this, with new documents. The procedure has now become more flexible: it can be carried out both at territorial centers for staffing and social support (TCSP) and remotely via the mobile application «Reserve+». The list of required papers is regulated by the Law of Ukraine «On mobilization training and mobilization» and the government resolution No. 560 from May 2025.
How to submit documents for deferment from mobilization online
The process for obtaining a deferment is now adapted to modern realities, focusing on digitization to avoid bureaucratic delays.
For online processing in «Reserve+», it is enough to register, fill out an electronic application, and attach scanned copies of supporting documents.
The system automatically verifies the data through state databases, and if everything is in order, the user receives a digital certificate of deferment. This document is immediately recorded in the Unified Electronic Register of Draft Evaders, preventing duplicate checks. The processing time is up to 5 working days, but in most cases, this happens instantly.
How to submit documents for deferment from mobilization at TCSP
If you choose the traditional way through TCSP, you will have to appear in person with originals and copies of documents, as well as a military record document (for example, a draft ID or military ticket). Here, the verification is done manually: the commission analyzes the submitted materials, and upon approval, a paper certificate with a seal is issued.
Important: the deferment is valid only for clearly defined grounds, and the list of documents varies depending on them. Resolution No. 560 clearly states the requirements to prevent abuses.
Most common grounds for deferment
Among the most common grounds for deferment are education, health status, family circumstances, or work in critical sectors. Here are key examples with required documents:

Education: certificate from the Unified State Electronic Database on Education (USEDE) or order of enrollment in full-time study, including internships for medical personnel.

Health status: conclusion of the medical and social expert commission (MSEC) on disability or temporary unfitness for service (form 157-1/o).

Family responsibilities: birth certificates of children (for parents with three or more minors), wife's pregnancy certificate, or guardianship over incapacitated relatives.

Work in the defense sector: extract from the employer's order on employment at critical infrastructure enterprises or in the IT sector with reservation.
This list is not exhaustive but covers 80% of requests, according to the Ministry of Defense.
