Ukrainian entrepreneurs in 2025 are actively attracting funds through the 'Affordable Loans 5-7-9%' program, having received 20.5 thousand loans totaling UAH 60.3 billion. This was reported by the Ministry of Economy of Ukraine.
What projects are financed under the 5-7-9% program in 2025
Just last week, entrepreneurs issued 452 loans totaling UAH 0.8 billion. The most popular financing areas are:

Processing industry – UAH 16.7 billion.

Investment projects – UAH 16.15 billion.

Lending in areas of high military risk – UAH 15.5 billion.
How many loans have been issued under the 5-7-9% program since its launch
The program, launched in February 2020, has issued a total of 124.9 thousand loans for UAH 426.3 billion, of which 90.2 thousand loans for UAH 336.7 billion were issued during martial law. The most funding was received by enterprises in the agricultural sector, trade, and processing industry.
The leaders in terms of lending volumes were Dnipropetrovsk, Kyiv, Kharkiv, and Odesa regions, which are partially located in areas of increased risk.
'Affordable Loans 5-7-9%' provide reduced rates for businesses in dangerous regions – 1% per annum for the first five years and 5% thereafter. Entrepreneurs can receive up to UAH 150 million for modernization, energy saving, recovery of destroyed facilities, or job creation. 46 banks participate, and the program is implemented through the Entrepreneurship Development Fund.

From 2024, the focus has shifted to investment projects that contribute to economic recovery. This is part of the 'Made in Ukraine' policy, which supports micro, small, and medium enterprises through state compensation and guarantees. The program remains a key tool for entrepreneurs looking to adapt to the challenges of war and strengthen the country's economy.
