What is the fine for violating dog walking rules in Ukraine in 2025

In Ukraine, they reminded about the dog walking rules that will be in effect in the fall of 2025. For their violation, owners may not only be fined but also lose their pet. This is reported by Novyny.LIVE.

Dog Categories in Ukraine

According to the law, all dogs in Ukraine are divided into three categories:

  • decorative – small domestic breeds;

  • mongrel – without a defined origin;

  • potentially dangerous – those that may pose a threat to people or other animals.

Dog Walking Rules

For the last group, a leash and a muzzle are mandatory. Walking is also allowed only in specially designated areas, far from children's playgrounds and crowded places. Even small dogs should be kept on a leash to avoid unpleasant situations – this ensures the safety of both passersby and the animal itself.

Fine for Violating Dog Walking Rules

Fines are expected for violating these rules. If a dog is walked without a muzzle or leash, the owner can receive a fine ranging from 17 to 51 hryvnias. In case of repeated violations, the matter may go to court, and then the owner risks losing their pet. If a dog bites someone or damages someone else's property, the fine may increase to several hundred hryvnias, and sometimes it can lead to legal proceedings.

Experts advise owners to take precautions in advance. First, to obtain insurance for the dog – this will help avoid financial losses in case of an incident. Secondly, to chip the animal so it can be quickly found in case of escape or loss.

Adhering to the dog walking rules is not only a matter of law but also a responsibility to society and your pet.
