UK Regulators Fine Apple for Breaching Sanctions on Russia

Apple Penalized for Sanctions Violation

British authorities have imposed a £390,000 fine on Apple's European subsidiary for violating sanctions against Russia. The penalty was levied against Apple Distribution International (ADI), which made payments totaling £635,618.75 to the Russian company Okko in 2022. These payments were processed in two installments through a UK bank after Russia's full-scale invasion of Ukraine. This case underscores the heightened scrutiny global corporations face regarding financial compliance in the wake of the war.

ADI voluntarily reported these transactions in October 2022. It is notable that until May 2022, the Okko platform was owned by Sberbank, which was already under sanctions. However, prior to the payments being made, Okko was sold to the Russian firm JSC New Opportunities.

Apple's fine represents the first case resolved by the Office of Financial Sanctions Implementation (OFSI) under a new settlement scheme introduced last month. This scheme offers discounts on penalties in exchange for companies waiving their right to challenge the decision in court.

As of March 30, 2026, the sanctions list of Ukraine's National Security and Defense Council (NSDC) includes 1,191 Ukrainian citizens. In total, over 12,000 individuals from 77 countries are listed, with the largest number being Russian citizens at 9,024. The average age of a sanctioned individual is 54 years.

This fine for Apple serves as a critical warning to international companies operating in regions subject to sanctions. It highlights the imperative of adhering to international norms and regulations, particularly during geopolitical crises.

Simultaneously, the new penalty settlement scheme may incentivize corporations to more proactively monitor their own financial dealings with potentially sanctioned counterparties.
