Terekhov proposes to change payments for IDPs: why frontline areas need more assistance

APMG calls for a review of the approach to providing state aid to internally displaced persons


The Association of Frontline Cities and Communities (APMG) calls for a review of the approach to providing state aid for the living expenses of internally displaced persons, taking into account the differences in living conditions in rear and frontline regions. This was stated by the head of the Association of Frontline Cities and Communities, Kharkiv City Mayor Igor Terekhov.



Terekhov emphasized the importance of adapting universal support programs to the real needs of people living under constant shelling.



The necessity of adequate support for frontline communities


Currently, 210,000 internally displaced persons are registered in Kharkiv. 54 dormitories in the city are used as temporary accommodations for over 6,800 displaced persons. However, many IDPs are forced to rent housing in the city, which is often subjected to shelling.



“Living assistance must take into account the level of danger. It is important to consider the peculiarities of life for people in rear cities and those who experience constant gunfire. This is not a matter of privileges, but of fair and necessary support in conditions where it is needed,”
Terekhov noted.

APMG emphasizes the need for an individualized approach to providing living assistance to IDPs, as well as proposes to improve state policy in this direction, particularly through the development of social housing and support for municipal programs for displaced persons.



In conclusion, APMG expressed outrage that universal support programs for internally displaced persons must be adapted to the real living conditions of frontline communities. It is important to consider the differences in levels of danger and provide necessary and adequate support to vulnerable segments of the population.
