Drone Strikes Hit Chemical Plants in Tolyatti, Prompting 'Carpet' Security Plan and Airport Closures

Атаки безпілотників на хімічні підприємства в Тольятті призвели до запровадження посилених заходів безпеки та закриття аеропортів.

Drone Assault on Tolyatti

In the early hours of April 4, a drone attack targeted industrial facilities in Russia's Samara region, specifically in the city of Tolyatti. The strikes hit the Tolyattikauchuk chemical plant and the KuibyshevAzot enterprise. A massive fire broke out at the Tolyattikauchuk site, sending thick black smoke into the air. These facilities are part of Russia's critical petrochemical industry, which has faced increasing pressure since the invasion of Ukraine.

Authorities activated the 'Carpet' security plan, implementing enhanced safety measures. Samara's Kurumoch Airport temporarily suspended operations, while airports in Saratov, Penza, and Ulyanovsk also imposed restrictions for April 4. Samara Governor Vyacheslav Fedorishchev reported on the attack's consequences and the steps taken to ensure security.

Recent Attacks on Industrial Infrastructure

This incident follows a series of strikes on other industrial sites within Russia. On the morning of April 2, the Bashneft-UNPZ oil refinery in Ufa, owned by the Rosneft subsidiary Bashneft, was attacked. The plant processes a feedstock blend consisting of:

  • West Siberian crude oil (50%)
  • Bashkir crude oil (40%)
  • Gas condensate

Furthermore, a strategic oil loading terminal in Ust-Luga was attacked on March 27, following a previous strike on the same facility on March 25. These incidents point to escalating tensions in the region and heightened risks to critical industrial infrastructure.

The intensification of attacks on Russian industrial assets underscores growing security challenges and regional instability. The implementation of heightened security protocols and airport shutdowns highlights the severity of the situation. Such events threaten not only production capabilities but also the long-term investment climate and economic stability, potentially causing significant repercussions for the country's industrial sector and broader economy.

The recent drone strikes in Tolyatti are part of a troubling trend, as evidenced by another attack just days earlier on a major oil refinery in Ufa. This third strike within a week underscores the increasing vulnerability of Russia's industrial sector to aerial assaults.
