Energoatom Audit Files Transferred to Ukraine's Anti-Corruption Bureau

Audit of NNPC Energoatom Completed

Ukraine's State Audit Service has wrapped up its financial audit and inspection of the state-owned nuclear operator NNPC Energoatom, handing over the findings to the National Anti-Corruption Bureau of Ukraine (NABU). This audit, launched under Cabinet of Ministers Directive No. 1223-r on November 13, 2025, examined the company's central management office and ten of its branches, including three nuclear power plants. According to Alla Basalaieva, the audit report and inspection act have been added to the materials of an ongoing criminal investigation.

Energy Sector Scrutiny Intensifies

Inspections across Ukraine's energy sector are ongoing, with an audit of Centrenergo PJSC expected to conclude in June. Additional audits are planned for:

  • the Gas Transmission System Operator of Ukraine
  • the Ukrgazvydobuvannya company

In related developments at Energoatom, the newly formed supervisory board held its first meeting, electing Rumina Velshi as chair. The board consists of four independent members and three state representatives, including Patrick Fragman and Brice Bouyoun. The board supported a decision to terminate the powers of Vice President Yakov Kharmut.

Rumina Velshi brings over 40 years of experience in nuclear energy, having previously led Canada's nuclear regulator, the IAEA Safety Standards Commission, and the International Nuclear Regulators Association. Regarding Energoatom's operations, the Rivne Nuclear Power Plant—led by Director Taras Tkach—has become the first plant to use Westinghouse fuel across all its reactors. Tkach noted that the next step involves transitioning to an 18-month fuel cycle to boost reactor efficiency. Energoatom has confirmed that these changes do not compromise operational safety.

Recently, many of the country's nuclear facilities have begun transitioning to Westinghouse fuel, which marks a pivotal change in operational strategies aimed at enhancing efficiency and safety across the sector.
