Major Reforms to Ukraine's Traffic Monitoring System

Significant reforms were implemented in Ukraine's traffic control system in 2026, shifting the focus to the automated verification of drivers' documents. The system's digital transformation enabled the integration of automatic checks for mandatory third-party liability insurance (MTPL) through the databases of the Motor (Transport) Insurance Bureau of Ukraine (MTIBU). This innovation allows for the instant verification of a driver's insurance status during roadside checks.

Updated Penalties for Traffic Violations

Since March 2026, a new schedule of fines for various traffic violations has been in effect. For instance, exceeding the speed limit by 20 km/h now results in a fine of 340 UAH, with a 50% discount available if paid within 10 days. Speeding by 50 km/h carries a fine of 1,700 UAH and may also lead to license suspension. Fines for not wearing a seatbelt or using a phone while driving are set at 510 UAH, while driving without valid insurance incurs an 850 UAH penalty. These infractions are recorded by both patrol officers and new automated camera systems.

Transporting a child without a proper car seat is subject to a 510 UAH fine, which increases to 850 UAH for a repeat offense within a year. Driving without a physical license in one's possession results in a 425 UAH fine, with police verifying credentials digitally via the Diia app. Penalties for driving under the influence are severe: a first offense leads to a 17,000 UAH fine and a one-year license suspension; a second offense, 34,000 UAH and a three-year suspension; and a third offense, 51,000 UAH, vehicle confiscation, and a driving ban for up to 10 years.

Drivers can now appeal fines directly through the Diia app. The appeal process involves several key steps:

  • verifying the appeal deadlines,
  • logging into the app,
  • selecting the relevant citation,
  • clicking the 'Appeal' button,
  • and submitting supporting evidence with a digital signature via Diia.Pidpys.

The legal basis for these new penalties includes Articles 122 and 130 of the Code of Ukraine on Administrative Offenses (CUAO), alongside new digital insurance provisions from the law on compulsory insurance and draft law No. 12172 concerning penalty points. These changes are part of a broader post-war effort to modernize infrastructure and align with European standards.
