Major Underground Tobacco Operation Uncovered

Ukraine's Bureau of Economic Security (BEB) has uncovered and shut down one of the country's largest illegal tobacco production facilities, located in the Cherkasy region. This sophisticated underground factory had the capacity to produce up to 10,000 packs of cigarettes per hour and was manufacturing counterfeit versions of popular international brands. According to law enforcement, the operation was causing monthly losses to the state budget amounting to tens of millions of hryvnias. Equipment and Seizures

The facility housed a fully automated, professional production line capable of handling the entire process from tobacco processing to final packaging. Approximately 40 workers were employed at the factory, which generated an estimated monthly revenue of one billion hryvnias. During raids, authorities seized equipment, finished products, and other assets with an approximate total value of 30 million hryvnias. Among the confiscated items were:

  • 295,745 packs of cigarettes of various brands,
  • 95 sacks of fermented tobacco,
  • 268 boxes of packaging materials,
  • 138 rolls of cigarette paper.

According to the investigation, seven individuals from the Cherkasy, Odesa, and Dnipropetrovsk regions are implicated in organizing the illegal operation. As noted by Oleksandr Tsyvinsky,

"the underground factory produced 10,000 cigarettes per minute and 720,000 packs daily."
