Belgian PM Urges EU to Engage Russia in Talks, Drawing Varied Responses from Kallas and Macron

An Appeal for Dialogue with Russia

Belgian Prime Minister Bart De Wever has called on the European Union to initiate negotiations with Russia to end the war in Ukraine. He argued that since 'we cannot intimidate Putin by supplying weapons to Ukraine, nor can we economically strangle him without US support, only one path remains: to reach an agreement.' De Wever further stated that without a mandate to negotiate in Moscow, 'we will not be at the table where the Americans are pushing Ukraine toward a deal,' warning that 'this would be a bad deal for us.'

Diverging Views Among European Leaders

EU High Representative for Foreign Affairs, Josep Borrell, and other officials have consistently emphasized that any talks require a unified European position. In response to De Wever's proposal, the EU's top diplomat, Kaja Kallas, told reporters in Brussels that the bloc must first agree on its demands for Russia.

"Let's first discuss what exactly we want to talk about with the Russians before considering who exactly will talk to them" - Kaja Kallas.

French President Emmanuel Macron also weighed in on the situation, stating in an interview with Le Figaro that he does not plan direct contact with Russian dictator Vladimir Putin. These statements highlight the differing positions among European leaders regarding negotiations with Russia, with a clear emphasis on the importance of agreeing on common demands before any dialogue begins.

The call from Belgium underscores a significant debate within the EU on how to approach a lasting peace. Such internal divisions could complicate efforts to resolve the conflict in Ukraine, making the alignment of a common strategy and set of demands a critical factor for achieving regional stability and preventing further escalation.
