Starting from October 2025, fuel prices in Ukraine may rise to 62-70 UAH per liter of gasoline and 65-70 UAH per liter of diesel due to import restrictions on petroleum products and increased excise taxes. This is reported by "hromadske".
Why Fuel Prices Will Rise in October 2025
Currently, the average price of A-95 gasoline is 58.72 UAH/liter, while diesel fuel is 55.87 UAH/liter. However, experts predict a price increase due to several factors:

Import restrictions: The Security Service of Ukraine will check Indian petroleum products starting from October, which constitute a significant share of supplies, for the presence of Russian oil.

Sanctions against the port of Constanta: up to 25% of fuel arrives through the Romanian port, where Indian and Turkish petroleum products prevail.

Increase in excise taxes: from January 1, 2026, excise taxes on gasoline will rise to 300 euros per 1000 liters, and on diesel to 253.8 euros, adding 1.5-2 UAH/liter to prices.
What is Happening in the Ukrainian Fuel Market in Autumn 2025
Energy expert Hennadiy Ryabtsev notes:
"I do not understand how one can, other than by checking documents, determine that the fuel is produced from Russian oil. There are no capabilities in the ports to conduct the corresponding analysis."
Serhiy Kuyun, head of the "Consulting Group A-95", adds:
"The philosophy regarding Constanta is this: if you work with Indian fuel, you will lose Ukraine as a client."
Import restrictions force traders to seek alternative sources, including from Greece, which may be complicated by autumn storms. However, the fuel market in Ukraine is more diversified than in 2022, when reliance on Russia and Belarus caused a crisis. Currently, supplies are coming from various countries, which reduces the risk of shortages.
