Belarus's 2026 Budget Plan

The Belarusian Finance Ministry has released its 2026 budget framework, projecting a 17% increase in consolidated budget revenues to 92.08 billion rubles. Expenditures are set at 97.19 billion rubles. The share of tax revenue in the budget has decreased from 85.7% to 83%, indicating a growing reliance on foreign subsidies, which now account for 7.2% of total income. This budget comes amid international sanctions that have strained the country's traditional economic model.

Economic Conditions in the Country

Published data shows that Belarus's manufacturing sector contracted by 7.5% in January 2026, while overall Gross Domestic Product (GDP) fell by 1.2%. Simultaneously, stocks of finished goods in warehouses reached a record level—90% of the monthly production volume. The government has also allocated 2.1 billion rubles in state support to the agricultural sector to cover losses.

Spending on security forces and the military is increasing within the budget. Law enforcement and judicial bodies are allocated 6.8 billion rubles, constituting 7% of total expenditures. Defense spending will amount to 4.6 billion rubles. President Alexander Lukashenko emphasized the urgent need to clear out warehouses, highlighting the acute crisis in the industrial sector.

These shifts in the nation's budgetary policy point to a growing dependence on external financial inflows and rising expenditures on security structures, which could have serious consequences for Belarus's economic stability.

Given the decline in manufacturing and GDP, the government will likely be forced to seek new sources of revenue and support to avoid further economic difficulties.
