Salary increases in Ukraine in 2026
Most employers in Ukraine plan salary increases in 2026, with 56% of them intending to raise wages by an average of 10-20%. This indicates positive changes in the labor market, where salary has become one of the main tools in the competition for employees, as noted by Yulia Zhovtyak.
In 2025, 35% of employers also planned salary increases, and 45% of them actually implemented their intentions. Furthermore, 67% of enterprises continued hiring personnel in 2025, indicating the activity and growth of business in Ukraine. The survey that formed the basis for these conclusions covered 61 thousand enterprises employing 4.4 million people.
Cooperation with the State Employment Service
It is worth noting that the number of businesses cooperating with the State Employment Service has increased by 8% and exceeds 120 thousand enterprises. The average evaluation of employers' interaction with the Employment Service is 4.8 out of 5, indicating the satisfaction of enterprises with the cooperation.
Industries with the most noticeable hiring include:
- manufacturing
- trade
- healthcare
- education
- agriculture
Thus, considering the planned salary increases, further development of the labor market in Ukraine can be expected, which will positively affect the economic situation in the country. These indicators are, on average, higher than 90%, as noted by Yulia Zhovtyak, emphasizing the optimistic moods among employers regarding the future.
