Body Cameras Deployed for Military Recruitment Notices
Staff at Ukraine's Territorial Recruitment and Social Support Centers (TRC and SP) have begun using body cameras when notifying citizens. This initiative ensures video recording of the process for delivering military summonses and checking documents. The footage is stored on secure, specialized servers, with access restricted to a limited number of authorized officials. The procedures for accessing these recordings are regulated by Ministry of Defense Order No. 532.
Each notification team is issued one body camera, with an additional camera used by the police officer accompanying the group. The camera must remain active throughout the entire notification process, and failure to use it can result in disciplinary action. Before beginning notification procedures, an authorized TRC representative must inform citizens that photo and video recording is taking place. The military personnel's camera is mounted on the chest.
Obligations for TRC and SP Personnel
Starting September 1, 2025, all TRC and SP employees will be required to wear body cameras while performing their duties. Disciplinary measures are also stipulated for any violations of recording rules. Due to legal restrictions, the recordings almost never enter the public domain. Releasing video for publication is only possible with the permission of the TRC head and in compliance with personal data protection laws.
As Roman Istomin noted, 'it has been determined that photos, video recordings, or copies thereof may be provided upon substantiated requests from state authorities, pre-trial investigation bodies, the prosecutor's office, an investigating judge, the police, or other persons in the manner prescribed by law.'
This implementation of body cameras in TRC and SP operations aims to increase transparency and accountability in the citizen notification process. The move is part of broader efforts to modernize military administration in Ukraine, following international practices for police accountability. It may help prevent conflicts between military personnel and citizens during summons delivery and provide additional legal protection for both sides in disputed situations. Over time, this initiative could become a significant element in reforming Ukraine's military registration and conscription system, fostering greater public trust in state institutions.
