Changes to the Procedure for Reserving Military Obliged Employees in Ukraine

Changes have been introduced in Ukraine to the procedure for reserving military obliged employees, allowing for processing times to be reduced to 24 hours. These innovations, which came into effect before February 1, 2026, significantly simplify the reservation process, which previously could take up to 72 hours. At the same time, new responsibilities are imposed on employers regarding compliance with quotas for reserved employees.

Maximum Reservation Period and Special Conditions

The maximum reservation period for an employee is now 24 hours. This allows businesses to respond more swiftly to the needs of the defense sector. However, to avoid exceeding the established limits, managers of critically important enterprises and institutions are required to take measures to ensure compliance with the quota, which is set at 50% of the total number of military obliged employees.

Special conditions also apply to enterprises of the defense-industrial complex. They can reserve employees without military accounting documents for 45 days. During this period, the employee is obligated to obtain the necessary documents. If the enterprise loses its criticality, it will result in the loss of reservation for all reserved employees. It is important to note that a new criticality can only be obtained no earlier than after 6 months.

Thus, the introduced changes to the procedure for reserving employees promote more flexible management of labor resources in wartime conditions, but they require employers to be responsible in complying with new requirements.

These innovations, in the context of military actions in Ukraine, emphasize the necessity for enterprises to respond swiftly to the challenges faced by the country.

The simplified reservation procedure for employees allows for addressing the needs of the defense sector, particularly in conditions of instability. At the same time, the obligation to adhere to quotas indicates the importance of planning and managing labor resources to ensure the effectiveness of critically important industries.
