Fuel Prices in Ukraine as of April 28, 2026
As of April 28, 2026, Ukrainian gas station networks have left their fuel prices unchanged. The average price for A-95 gasoline stands at 73.03 hryvnias per liter, while diesel fuel costs 88.03 hryvnias per liter. Since March 20, 2026, a 'National Cashback' program has been in effect across Ukraine, offering a 15% rebate on diesel, 10% on gasoline, and 5% on autogas. This initiative is scheduled to run until May 1, 2026.
Ukraine has ranked among the top ten countries globally for the fastest increase in diesel fuel prices, with a rise of 33.9%. Experts attribute the primary driver of fuel price hikes to the shutdown of the country's largest oil refinery, which has pushed dependence on imported petroleum products to over 85%. As noted by Pavlo Kyrylenko, head of the Antimonopoly Committee,
“The main objective factor influencing the price increase is that since last year—specifically after the halt of the largest and essentially only oil refining enterprise in Ukraine—almost all light petroleum products, in percentage terms, are 85%+ reliant on imports of petroleum products.”

Regarding a potential diesel shortage, Serhiy Kuyun, director of the A-95 consulting group, stated that 'there is no diesel shortage and none is anticipated.'
