Corruption Scheme Uncovered in Animal Husbandry Funding
Investigators from Ukraine's State Bureau of Investigation (DBR) have uncovered a fraudulent scheme that drained 20 million hryvnias (approximately $500,000) from the State Service for Food Safety and Consumer Protection in the Odesa region. The operation involved falsifying livestock data in the national animal registry to embezzle funds meant to support the country's agricultural sector.
The acting head of a district veterinary hospital allegedly entered false information about animal populations into official records. A farmer acquaintance participated by recruiting straw individuals to facilitate the fraud. Over two years, the conspirators illegally obtained more than 20 million hryvnias. During searches, investigators seized thousands of identification tags and documents confirming the illicit activities.
Legal Proceedings and Corruption Statistics
The scheme's mastermind and the farmer have been formally notified of suspicion under Articles 27.5, 364.2 (abuse of office), and 27.5, 366.2 (forgery of documents) of Ukraine's Criminal Code. Additionally, four other individuals face fraud charges under Article 190.4. Convictions on these charges carry penalties of up to eight years in prison.
A 2025 survey found that 18.2% of Ukrainians reported encountering corruption, a slight drop from 18.7% in 2024. Among business professionals, 18% noted corruption cases in 2024, rising to 20.6% in 2025. Only 12.4% of the general population said they would report corruption to authorities, compared to 21.1% in the business sector.
