Massive State Fund Theft Scheme Shut Down

According to Главком: Ukraine’s Security Service (SBU), working alongside the National Police, has broken up a large-scale scheme that siphoned state funds from the national power grid operator, Ukrenergo. Six individuals have been identified as participants in procurement fraud involving electricity purchases, which caused the state an estimated 447 million hryvnias in losses between 2022 and 2025.

How the Fraud Worked

The organized group included directors of electricity supply companies based in Kyiv and Kharkiv. They deliberately underreported projected electricity consumption figures to Ukrenergo. Although power was delivered to end users, the company never received payment for it. Meanwhile, the scheme’s participants collected full payments from consumers for all the electricity used-which came from Ukraine’s unified energy system.

“The difference was funneled into the shadows through controlled firms, cashed out, and divided among the group,” the SBU stated.

Once a company accumulated debt, it was shut down, and its customer base was transferred to another firm under the group’s control. During the operation, authorities conducted 26 searches and seized the following items:

  • Smartphones
  • Computer equipment
  • Company seals
  • Work documents
  • Handwritten notes

All six suspects have been formally charged with organizing and aiding in the embezzlement of state property on an especially large scale. If convicted, they face up to 12 years in prison and confiscation of assets.

This case highlights the ongoing fight against corruption and financial abuse in Ukraine’s state sector, particularly in critical infrastructure. Uncovering such schemes is essential to restoring public trust in government institutions and ensuring responsible management of national resources.
