Defense Ministry's Debt Hits Unprecedented Levels

By 2025, the Ministry of Defense of Ukraine has accumulated a staggering accounts receivable balance of 472.6 billion hryvnias related to defense procurement programs, with overdue debts amounting to 75.7 billion hryvnias. This sharp increase of 178.7 billion hryvnias has raised serious financial concerns within the government, highlighting the mounting fiscal pressures on the country's defense sector.

In response, the Ministry of Finance is pushing for additional funding to cover fees for private legal advisors. This move comes amid looming statute of limitations deadlines that, if missed, could result in significant financial losses for the state. Foreign investors currently have claims against Ukraine exceeding 600 billion hryvnias, underscoring the gravity of the situation.

Expiring Deadlines and Rising Budgetary Burdens

In May 2026, commercial courts in the Dnipropetrovsk, Kirovohrad, and Kharkiv regions ordered directors and beneficiaries of bankrupt companies to reimburse the Ministry of Defense over 617 million hryvnias. These rulings emphasize accountability for officials responsible for financial damages and unfulfilled contracts. The Ministry of Finance remains wary of the fiscal risks posed by foreign investor lawsuits expected in 2025.
