Mobilization of real estate for the resettlement of IDPs
The state is starting the mobilization of real estate for the resettlement of internally displaced persons by transferring state-owned properties and seized assets. This step aims to provide housing for people who have lost their homes due to the war.
The government has decided to transfer state-owned properties and seized assets managed by ARMA for the resettlement of citizens. The first list of properties for transfer already includes 112 objects, including:
- shared accommodation houses,
- hotels,
- converted offices,
- public recreation buildings.
By the end of January 2026, the premises will be distributed among the bodies responsible for IDPs, and the actual settlement of people is planned to begin in the first quarter of 2026.
Revision and repurposing of real estate
The Ministry of Education and Science has been tasked with conducting an inventory of properties that have not been used for their intended purpose over the past year. A mechanism for transferring such buildings to new managers at a symbolic price of 1 hryvnia has already been developed. Within a month, ministries, regional administrations, and ARMA must submit to the government an additional list of real estate that can be repurposed for housing.
ARMA manages assets seized in criminal proceedings. The mechanism for renting state property for 1 hryvnia per year is usually applied to non-governmental organizations, communal institutions, or local self-government bodies. As noted by Yulia Svyrydenko,
“premises should not stand idle”
This process is an important step in supporting internally displaced persons who have suffered due to the war. Providing housing is critically important for their socialization and adaptation to new conditions. It is expected that these actions will not only improve housing conditions for IDPs but also promote the effective use of state real estate that currently does not fulfill its functions.
