Forest Land Near Kyiv Returned to State Ownership

The Ukrainian state has successfully reclaimed 9.5 hectares of forest land in the Kyiv region that was illegally transferred to private companies in 2004. The land, located in the Tsybliv community of the Boryspil district, had been controlled by firms linked to Viktor Medvedchuk and Oleksandr Klymenko, both of whom are now under sanctions from Ukraine's National Security and Defense Council. This recovery is part of a broader post-Euromaidan effort to reverse corrupt asset transfers from previous administrations.

According to the case details, the illegal transfer occurred in 2004 while Viktor Medvedchuk held the influential position of Head of the Presidential Administration. At that time, the Pereiaslav-Khmelnytskyi District State Administration unlawfully handed over the land, which was subsequently used for illegal construction. The Kyiv Regional Commercial Court upheld a prosecutor's lawsuit, and in February 2024, an appellate court confirmed this ruling, invalidating the lease and sublease agreements for the disputed plots.

Following the conclusion of all legal proceedings, the court's decision to return the land was enforced in March 2026. The State Register of Property Rights has been updated to reflect the termination of private rights and the registration of state ownership over the land.

The return of this 9.5-hectare forest plot marks a significant step in combating illegal land deals from the past and reaffirms the state's commitment to protecting natural resources. This case demonstrates the increased activity of Ukrainian authorities in fighting corruption and reversing illegal privatizations, potentially setting a precedent for similar future actions. Such judicial decisions underscore the state's obligation to safeguard public assets and ensure they are used for the benefit of society.

The ongoing efforts to reclaim illegally appropriated lands highlight the broader challenges faced by Ukrainian authorities in addressing past injustices. In a similar vein, Kyiv prosecutors are actively pursuing the demolition of a restaurant on the Dnipro Riverfront, which is embroiled in its own land dispute. Such cases underscore the importance of regulatory compliance and the restoration of rightful ownership.
