Launch of the State Online Monitoring System
Ukraine has initiated a state-run online monitoring system for its gambling market, which is currently operating in a pilot phase. This system enables real-time oversight of transactions and automates data collection for taxation purposes. Initially, the platform has integrated its first two gambling operators, with plans to gradually extend coverage to the entire licensed gambling sector.
The system operates by processing each individual bet, payout, or refund as a distinct transaction tagged with a unique identifier. A key feature is the immutability of the recorded data; once an action is logged, it cannot be altered or deleted, and information remains secure even during technical disruptions. The State Tax Service of Ukraine is granted access to this data, which is expected to enhance market transparency and reduce the shadow economy.
Benefits of the New System
This state monitoring framework fundamentally transforms gambling oversight by providing a continuous data stream, enabling 24/7 control, instant response capabilities, and greater operational transparency. According to figures released for January-November 2024, Ukrainians spent approximately UAH 12.7 billion monthly on deposits to online casino and betting accounts. Over the full year of 2024, total deposits reached UAH 158 billion. This new initiative aims not only to tighten market regulation but also to ensure effective taxation and prevent financial abuses.
The implementation marks a significant step in regulating Ukraine's gambling industry, with the potential to increase transaction transparency and shrink the illicit market. This move is part of broader post-2020 legalization efforts to formalize the sector. Successful deployment could establish a foundation for stricter control and promote responsible gambling, which may, in turn, positively impact the national economy through increased tax revenues. Such measures may also bolster public trust in licensed gambling operators and their practices.
As Ukraine takes significant steps to regulate its gambling sector, it is also addressing the unique challenges posed by the ongoing conflict. In a related effort, the government has decided to restrict access to gambling for military personnel during wartime. This dual approach not only aims to enhance market oversight but also to protect those serving in the armed forces from potential financial pitfalls amidst the ongoing crisis.
