Data exchange for monitoring the gambling industry will occur via the 'Trembita' system. Licensed gambling operators will be required to identify every player and check them against a registry of individuals barred from gambling. During this verification, the system will automatically cross-reference data with a military personnel registry being developed by Ukraine's Ministry of Defence. If the system identifies an individual as a service member, the gambling organizer will receive a signal to block access. However, the casinos will not be informed of the specific reason for the restriction; they will only be notified that access for that particular user is denied.
Implementation and Oversight
The implementation of this mechanism will be handled by the state agency PlayCity, which regulates the gambling market. The issue of restricting military access to gambling was also discussed at a meeting of Ukraine's National Security and Defence Council. The Cabinet of Ministers has approved a resolution necessary to launch the State Online Monitoring System for the gambling business, which will be implemented in phases. The first stage of the system will record bets and payouts, as well as player account withdrawals and deposits.
