State Financial Monitoring recorded a 10% increase in suspicious transactions: where billions of cases are transferred

Increase in Suspicious Financial Transactions in Ukraine

The State Financial Monitoring has recorded an increase in the number of suspicious financial transactions in Ukraine for the first three quarters of 2025. The number of reports increased by 10% compared to the same period last year, indicating growing activity in detecting financial violations. For the first three quarters of 2025, the State Financial Monitoring received 1,434,785 reports, while in 2024 the volume of reports increased by 22%.

On average, about 160 thousand reports are submitted to the State Financial Monitoring monthly. Analyzing the number of reports over the years shows that:

  • In 2021, there were 1,190,475 reports received;
  • In 2022 – 853,465;
  • In 2023 – 1,025,757;
  • In 2024 – 1,302,053;
  • In 2025 (for the first nine months) – 1,434,785.

It is noted that 99% of the reports come from banks, confirming their key role in the financial system.

Transfer of Materials to Law Enforcement Agencies

Throughout 2025, 794 materials worth 150.46 billion hryvnias were transferred to law enforcement agencies. In particular, the Bureau of Economic Security received 267 materials worth 99.3 billion hryvnias, and in October 2025, 208 materials worth nearly 80 billion hryvnias were directed. Since the beginning of 2025, 300 materials concerning tax violations worth over 157 billion hryvnias have already been transferred.

In the first 10 months of 2025, over a thousand materials worth more than 230 billion hryvnias of suspicious transactions were transferred. This is four times more than in the same period last year, as noted by Philip Pronin. The distribution of materials among the agencies is as follows:

  • Bureau of Economic Security – 267 materials (33.6%) worth 99.3 billion hryvnias;
  • National Police – 230 materials (29%) worth 36.7 billion hryvnias;
  • SBU – 120 materials (15.1%) worth 8.2 billion hryvnias;
  • DBR – 71 materials (8.9%) worth 3.1 billion hryvnias;
  • NABU – 67 materials (8.4%) worth 1.3 billion hryvnias;
  • Office of the Prosecutor General – 39 materials (4.9%) worth 1.8 billion hryvnias.

This signifies growing attention to financial offenses and the activation of law enforcement agencies' work in this area.

The increase in the number of suspicious financial transactions in Ukraine underscores the importance of monitoring financial flows and activating law enforcement agencies in the fight against financial crimes. The rise in the volume of reports and materials transferred to law enforcement agencies indicates the effectiveness of the measures taken, but also highlights serious issues in the area of financial offenses that require further attention from government structures.
