The Case of Ruslan Mahamedrasulov
The State Criminal-Executive Service of Ukraine has refuted claims that it intentionally placed Ruslan Mahamedrasulov, a detective from the National Anti-Corruption Bureau (NABU), in a cell with poor conditions. The detective was held in the Kyiv pre-trial detention center from July 22 to December 3, 2025, where he was assigned to Cell No. 1, a unit designated for former and current law enforcement and judicial officials. This case highlights ongoing tensions within Ukraine's anti-corruption efforts, a key focus of international support.
Mahamedrasulov was detained on July 21, 2025, by the Office of the Prosecutor General and the Security Service of Ukraine (SBU) on suspicion of maintaining contacts with the Russian Federation and attempting to arrange the sale of industrial hemp. Furthermore, the investigation alleges that the senior NABU official engaged in actions aimed at the illegal manipulation of taxes for Ukrainian businesses. In connection with these circumstances, the SBU, the Prosecutor General's Office, and the State Bureau of Investigation announced a new suspicion against the detective.
Court Ruling and Public Reaction
On December 3, 2025, the Pechersk District Court of Kyiv ruled to release Ruslan Mahamedrasulov from custody. Separately, on December 2, 2025, the court also ordered the release from the detention center of Sentiabr Mahamedrasulov, the detective's father. During these proceedings, Deputy Justice Minister Yevhen Pikalov addressed the Minister of Justice regarding the cell selection for the detained detective, emphasizing the need to place him in a 'free cell with unpleasant neighbors.'
These events have sparked significant public controversy. However, the State Criminal-Executive Service firmly denies any accusations of deliberately creating uncomfortable conditions for the NABU detective.
The situation surrounding Ruslan Mahamedrasulov underscores the complexity and tension in the relationship between law enforcement agencies and society in Ukraine.
The detention and accusations against high-ranking officials can raise doubts about the fairness of the process and challenge trust in the system. At the same time, the court's decision to release both the detective and his father may indicate a lack of sufficient grounds for their continued detention, a point that also warrants further investigation and analysis by law enforcement bodies.
