Ukraine Begins Testing a New Online Divorce Service

Ukraine has started trialing a groundbreaking feature within the Diia app: the ability to file for divorce online. The state enterprise’s press office announced this development on its Telegram channel. This initiative aims to streamline the divorce process for Ukrainians, allowing them to submit applications electronically using a smartphone or computer.

The service includes a mandatory waiting period as stipulated by Ukrainian law. Instead of a traditional visit to a civil registry office (DRATS), the process will involve a video conference with a DRATS official. Upon completion, participants will receive a digital certificate that automatically appears in their Diia account, along with a physical paper copy sent by mail.

Requirements for Participating in the Beta Test

Adult Ukrainians who meet specific criteria are invited to join the testing phase:

  • Both partners must have a verified taxpayer identification number (RNOKPP) and either an ID card or a biometric foreign passport registered in Diia.
  • The official marriage record must also be visible within the app.
  • Each partner must individually complete a registration form to take part in the beta test.

Notably, over the past five years, Ukrainian courts have issued at least 2,874 rulings concerning marriages involving minors, with only 48 cases (approximately 2%) being denied. The Lviv region led in the number of such cases, recording 240 decisions. It is worth recalling that the initial draft of the new Civil Code included a provision allowing marriage from age 14 with a court's permission in cases of pregnancy or childbirth, but this clause was later removed from the bill.

The introduction of an online divorce service marks a significant step forward in the digitalization of public services in Ukraine.

This initiative could become a key component of family law reforms, offering people greater flexibility and convenience during the divorce process. The rollout of online services also reflects a broader global trend toward digitizing government procedures, which is increasingly relevant in today’s world.
