In a secret diplomatic mission in November 2021, CIA Director William Burns traveled to Moscow to personally warn Russian President Vladimir Putin about the severe consequences of a potential military invasion of Ukraine. During his visit, Burns held a phone call with Putin, who was at his Black Sea residence, and presented detailed U.S. intelligence demonstrating Russia's preparations for a full-scale war.
