Kyiv Official Caught Demanding Bribe from Tender Winner

Municipal Enterprise Director Apprehended

A director of a communal enterprise under the Kyiv City State Administration (KCSA) has been detained on suspicion of demanding a 1.2 million hryvnia bribe from a tender winner. The official was exposed through a joint operation by the Prosecutor's Office and Ukraine's Security Service (SBU) after he solicited the payment in exchange for signing a contract.

The director of the KCSA's non-commercial communal enterprise 'Kyiv City Educational Agency' is suspected of extortion and receiving unlawful benefit. In December 2025, the enterprise announced a tender for the procurement of educational equipment totaling nearly 8.3 million hryvnias. After the winner was selected, the director arranged a meeting where he demanded 1.2 million hryvnias be handed over to him to facilitate the contract signing.

Legal Repercussions and Corruption in Public Procurement

The director of the 'Kyiv City Educational Agency' was detained under Article 208 of Ukraine's Criminal Procedure Code while in possession of a backpack containing the money. He has been formally notified of suspicion under Part 4 of Article 368 of Ukraine's Criminal Code, which covers extortion and receiving unlawful benefit on an especially large scale. The Kyiv City Prosecutor's Office press service provided details of the arrest.

This case highlights persistent corruption issues in Ukraine, particularly within public procurement systems that are frequently vulnerable to abuse.

Such demands for kickbacks from successful bidders undermine public trust in institutions and threaten fair market competition. While this investigation and arrest are crucial steps in combating graft, they underscore the need for systemic reforms within state institutions to prevent future occurrences. Ukraine has been working to reform its procurement processes, but high-profile cases like this demonstrate the challenges that remain.
