The Cabinet of Ministers of Ukraine on October 1, 2025, adopted Resolution No. 1222, which liquidated the Interdepartmental Working Group on military accounting of citizens abroad, their training and service. The group, created only three months ago, has not managed to show any results.
Interdepartmental Working Group on military accounting of citizens abroad: what it was supposed to do
The resolution of July 9, 2024, No. 850 was recognized as having lost its effect. This document initiated the group under the leadership of Defense Minister Rustem Umerov. The work was supposed to focus on coordinating efforts of various agencies for a systematic approach to the problem.
In particular, the group was supposed to develop proposals for action plans that clearly specified specific steps, deadlines, responsible persons, and control mechanisms. This included aligning actions between the Ministry of Defense, the Ministry of Foreign Affairs, the Ministry of Internal Affairs, and other structures to avoid chaos in accounting and mobilization.
Here are the key aspects the group was supposed to address:

Military accounting: updating databases for men aged 18-60 abroad.

Training: programs for basic military and special training in EU countries.

Service: rotation mechanisms, contracts for the diaspora without return.
What will replace the interdepartmental working group
However, the government did not inform about any achievements: neither reports nor implemented initiatives. Experts suggest that the liquidation is a signal of a redistribution of powers, possibly to a special commission under the National Security and Defense Council or directly in the Ministry of Defense.
For Ukrainians abroad, estimated to be over 6 million, this creates uncertainty: will the procedure for updating data in the "Reserve+" change, or will pressure on consulates to issue summonses increase?
According to the Ministry of Foreign Affairs, only 20% of emigrants updated their data. In 2025, with a shortage of personnel on the front (over 100,000 losses), the pressure on the diaspora will increase, but without clear plans – it’s just words. Experts advise: register voluntarily to avoid automatic sanctions, such as account freezes or travel bans for relatives.
