Ukraine to Increase Caregiver Allowance to 3,209 Hryvnias Starting 2026

Revisions to State Caregiver Support

Ukraine will raise the maximum state caregiver allowance to 3,209 hryvnias, effective January 1, 2026. This financial support is available to able-bodied adults who provide constant care for individuals with a Group I or II disability due to a mental health disorder. This policy is part of ongoing efforts to strengthen social safety nets for vulnerable groups. To qualify, the caregiver must reside at the same address as the person requiring care and possess a medical certificate confirming the need for external assistance.

If the caregiver is registered at a different address, they must provide documented proof of cohabitation, such as an inspection report. The payment amount cannot exceed the monthly subsistence minimum for one person. Typically, the allowance is granted for six-month periods, but non-working pensioners who are caregivers may apply for a full year of support at once.

Eligibility and Payment Procedures

Payments will commence from the month the application is submitted, provided all required documents are in order. The allowance may be terminated under the following circumstances:

  • the death of either the caregiver or the care recipient,
  • a change in residence,
  • the expiration of the disability status without renewal,
  • if the person receiving care is fully supported by the state in a residential institution for an entire calendar month.

The allowance is calculated individually. It is determined as the difference between three times the subsistence minimum for each family member and the family's average income over the preceding six months, based on data from the Pension Fund of Ukraine.

The increase in the state caregiver allowance is expected to improve the financial situation of those caring for people with disabilities, providing additional resources to cover care-related expenses. Navigating the cohabitation requirements and necessary documentation may pose challenges for some applicants. Observers note that this adjustment highlights the government's focus on social support systems amidst broader economic pressures.
