The government has allocated only 150 million hryvnias to assist Ukrainians abroad in the new draft state budget for 2026. Experts note that this amount remains insignificant compared to the problems faced by internally displaced persons.
Assistance to internally displaced persons remains low: 2000 hryvnias for an adult and 3000 hryvnias for a child or disabled person.
Experts point out that funding for the problems of internally displaced persons remains insufficient compared to the 150 million allocated for the return of citizens from abroad. Currently, the war increases the needs for assistance to internally displaced persons, and there is a risk of a shortage of funds for social protection, warns the Accounting Chamber.
Support for Internally Displaced Persons
Internally displaced persons can receive assistance ranging from 2000 to 3000 hryvnias per person for living based on their category. The eOselya program provides compensation to residents of frontline territories, including reimbursement of the first mortgage payment, monthly payments, and other types of assistance.
Some families of internally displaced persons have already benefited from the state program eOselya and received compensation for housing purchases. Furthermore, veterans of IDPs can receive financial compensation for renting housing by submitting the necessary documents through Administrative Service Centers.
This news reveals the issue of inequality in financial support for Ukrainians abroad and internally displaced persons. The resources allocated for the return of citizens from abroad are much lower than the needs of the population in their own country. This situation indicates the need for a more equitable distribution of funds to assist all vulnerable groups in society.
